DSM is not a "statistical manual", but mostly a diagnostical one.

Sure, but its diagnostics are based on statistical data. On most of the cases, the criteria for a disorder diagnosis is not a complete fulfillment of certain conditions, but only a fulfillment of part of the conditions.
