Most importantly, these weapons will be employed and controlled in an innovative fashion. Both sides will employ emerging technologies in ways that maximize their unique capabilities. Defense forces will face a combination of advanced surveillance and communications, innovative command and control, stealthy attack systems, precision munitions, nuclear weapons, and robust resources in the hands of an innovative attacker.
